It's basically the strength of the mob, so you can get levels of those up to 6 along with being a regular/elite/legendary etc etc. For example soloing an elite level1 mob could be easy as pie in comparison to a lvl6 elite which has a noticeable difference.
I am not sure on the exact terminology used for what you call all these "degrees"
They are called "Target Frames" and "Emblems" (technical terminology). Mobs are called normal, elite, hero, and legendary, depending on the "Target Frame". They are further ranked by their "Emblems", most commonly referred to as 1-dot, 2-dot, 3-dot, etc. mobs.
